WASHINGTON, (Reuters) – China and Russia need to tell North Korea not to provoke them more after the country resumed its intercontinental missile tests this week. U.S. State Department spokeswoman Jalina Porter stated that Friday.

Porter said that Russia and China needed to send North Korea a strong signal to abstain from further provocations. Porter spoke at a news briefing before a U.N. Security Council meeting on Friday to address the issue.

North Korea announced Friday that it had launched a large, new ICBM. Kim Jong Un, the leader of North Korea, said this was to display its nuclear strength and prevent any U.S. military maneuvers. The test was the first ICBM-based nuclear-armed nation’s full test since 2017.

Porter referred to North Korea using the initials of the official name. He called it a “brazen violation” of U.N. Security Council Resolutions.

“We ask all countries for the DPRK’s accountability for these violations, and we call on DPRK for serious negotiations,” she stated.

Although she said that she couldn’t comment on China or Russia’s possible positions at the Security Council, she also added:

We are still in the initial stages of discussing this matter. All countries should be concerned about developments, including those sharing a border to the DPRK. It is clear that the DPRK has decided to resume ICBM test.

North Korea launched its last ICBM in 2017. U.N. Security Council sanctioned it. But the United States and its allies were at odds over Ukraine’s war. This makes a difficult response.
