China is shutting down Shanghai in two phases to control Covid

BEIJING — China’s biggest city Shanghai began a two-stage lockdown Monday as authorities attempt different strategies to maintain growth, while trying to control the country’s worst Covid-19 outbreak since the pandemic began.

Shanghai is home to 26 million Chinese residents and is an important hub for international finance. It is home to the largest container shipping port in the world.

Shanghai Stock Exchange continues to be in business. On Sunday, the exchange stated that online stock-issuance and paperwork applications can now be made. There are no deadline extensions.

Shanghai announced on Sunday night that citywide measures of lockdown include the ability to work from home, as well as suspensions of ride-hailing and public transit. Previously, only specific neighborhoodsTemporary lockdowns were used to contain outbreak pockets.

According to the city, the first phase will be Monday through Friday and cover the east part of the city that houses the financial center. Municipal authorities stated that the second phase would apply to the west part of the city and will run from Friday morning through Tuesday afternoon, April 5.

Bruce Pang from China Renaissance’s macro- and strategy research, said that the lockdown in China’s most populous city and key transport hubs and financial centers, as well as mandatory testing, are likely to cause disruptions in commercial activity.

“We believe China will maintain its zero-tolerance policy in the immediate term,” said Mr. [its]Pang described the zero-Covid status as “one of the most stringent virus elimination policies anywhere in the globe,”

China’s strategy has been to lock down and quarantine Covid epidemics to maintain economic growth. This policy allowed China to recover from the shock caused by the pandemic of early 2020. There were relatively few deaths and infections compared to other countries.

No symptoms in some cases, but a sudden increase

The number of confirmed cases has remained high in the city, and there are still a lot more symptomatic cases.

For Sunday in Shanghai, there were 3,450 cases of asymptomatic disease. This is the highest number for any provincial-level area on mainland China. That same day, the city also reported 50 Covid confirmed cases.

According to the city, all 3500 people affected are being treated in isolation or under medical observation.

According to the latest updates to the National Policy for Covid Prevention and Control, March 15, mild cases and those with no symptoms can be treated at quarantine centres. This is an alternative to hospitalization which could increase China’s already overstretched health-care system.

Nationwide, the northern province of Jilin accounts for most of the new confirmed locally transmitted cases — 1,086 of the 1,219 reported for the mainland on Sunday. Although Covid waves have touched many provinces in China, most confirmed cases are below 10 per day.

Beijing, the capital of China reported that there were no confirmed or asymptomatic new cases locally.

China’s national railway operator said Saturday that passengers would no longer be able book tickets for travel between China and other countries. This is a clear indication of the authorities’ efforts to restrict cross-country travel. According to the railway operator, sales of tickets for later periods will resume April 2nd.
