(Reuters.) Russian President Vladimir Putin has ordered the formation of a work group for international payments. This will be responsible for determining terms to allow transactions with countries that are not friendly.

Putin declared in March that Russia is the biggest producer of oil in the world and it would ask countries that are hostile to open accounts with Gazprombank to make fuel payments in Russian rubles.

Bulgaria and Poland refused to cooperate, so Gazprom (MCX) cut their power last month. According to the Kremlin, the same thing will be done for anyone who refuses to accept the terms of the payment.

This working group is expected to create an infrastructure for international payments in Russian rubles with foreign trading partners, as well as with territories and states that have unfriendly relations with Russia.

The payment terms for roubles or other currencies in friendly countries will be examined by the committee. This would include India and China, though they weren’t named.

This group, which includes top officers such as Elvira Nabinullina, Central Bank Governor and presidential advisor Maxim Oreshkin will also be responsible for identifying ways to mitigate the risk of Russia freezing nearly half its $640 billion foreign reserves.

For sending troops to Ukraine, Russia was subject to severe sanctions from the West. Moscow declares it is conducting a “special army operation” to dearm Ukraine, and eliminate what it considers dangerous nationalists.

Russia has issued counter-sanctions, and approved a list including those from the United States of America, Canada, Britain, and other EU member countries.
