LONDON (Reuters] -A culture that allowed illegal parties to be held in the UK’s Downing Street offices of British Prime Minister Boris Johnson was to blame, a report from a top civil servant stated on Wednesday.

Johnson requested the report of Sue Gray (a top official) after receiving revelations that Downing Street had been fueled by alcohol. The Downing Street party was held when social mixing was banned by strict laws his government had passed to limit COVID-19.

According to the report, “Many of those events shouldn’t have been allowed” This culture must be borne by the political and formal senior leaders at the centre.”

Gray’s interim conclusions were released in January. But most details were kept secret until the close of a separate investigation by police, which resulted last week in 126 fines.

Johnson and Rishi Sunak, the finance minister, were both fined for hosting a celebration to mark the prime minister’s 56th birthday in June 2020.

Johnson was urged by opposition politicians as well as members of his party to resign following revelations that Johnson and officials broke rules that prohibited people from socialising outside their homes or attending funerals for family members.

Gray said that many people will be shocked at how such behavior was allowed to take place in government. “The public is entitled to expect only the best behaviour at such places, but clearly this was not what they got.”

Gray didn’t specifically blame Johnson, but he did give details and include photos from over a dozen Downing Street events.

‘HE’S APOLOGISED’

Johnson, the leader of House of Commons, said that he would make a statement later to parliament about the report.

In an attempt to downplay the issue, George Eustice was previously quoted as saying that Downing Street police have investigated “all these events”.

They’ve sent a notice of fixed penalty to the prime minister for one of those events that they believe he was present at. He has paid this penalty,” he stated to Times Radio.

Johnson was forced to apologize and change his office team, promising a reset in an effort to recover his authority.

He originally denied that Downing Street had ever been ruled-breaking or parties. However, some legislators believe his position could be questioned by Parliament’s Committee of Privileges.

Ministers claim he hasn’t misled Parliament.
