MOSCOW (Reuters), – Russia condemned the United States’ decision to include Russians applying for U.S visas to a “homeless” list that allows them to apply to third country visas.

Russians were able to apply for U.S visas in Warsaw, instead of in their homeland. This was after most visa applications had been processed by the American Embassy in May. The American Embassy in Moscow banned Russian embassy personnel from processing visas.

According to U.S. State Department, applicants who are not represented by the United States or are unable to issue visas because of the security or political situation can be listed as “homeless”.

Russia came in at number 10 on the list.

Maria Zakharova, a spokeswoman for the Russian foreign ministry said that American diplomats had been working to destroy Russia’s consular system …” over many years. She wrote this on social media.

“They’ve turned an ordinary technical procedure into a hellish one.

Russia and America are at post-Cold War lows in their relations. They disagree over the number diplomats that they can post to one another’s capitals. There has been no progress on talks this month.

Russia also placed America on the “unfriendly” list and required approval from the United States to hire Russian citizens. The U.S. has set the quota at 0.

Moscow stated that it is open to lifting all restrictions in the recent years and Washington indicated it wants parity with Washington on visa reciprocity and diplomatic staff numbers.
