CIA director makes rare trip to Moscow for talks on Russia-U.S. ties -Breaking

MOSCOW, (Reuters) – William Burns, CIA director is visiting Moscow for a rare meeting to review U.S. relations with Russia. It’s the latest of a number of high-level meetings that shows both sides desire to continue talking despite mutual distrust.

The spokesperson from the U.S. Embassy said that Burns would be leading a delegation with senior U.S. officials in Moscow to meet President Joe Biden on Tuesday and Wednesday.

The spokesperson stated that they were meeting with Russian officials to address a variety of bilateral issues.

Russia’s Security Council stated that Burns was a Russian-speaker who used to be an ambassador in Moscow and had held discussions with Nikolai Patrushev (the council’s secretary) and a former head the Russian intelligence agency FSB.

Although neither side shared details, security concerns loom large in the couple’s troubled relationship.

Relations have fallen to a number of post-Cold War lows, including Russian-based cyberattacks targeting U.S. targets, Moscow’s support for President Bashar al Assad, Alexei Navalny’s imprisonment, and Russia’s attitude towards Ukraine. Russia seized the Crimea peninsula from 2014.

Biden sent Victoria Nuland from Russia, a high-ranking Russia expert to Moscow to help resolve a dispute that was raging between the countries about the size of their embassies.

Biden met Russian President Vladimir Putin during a summit held in Geneva in June. At the time, Biden stated that it would take 6 months to 1 year to determine if the two countries can establish a constructive strategic dialogue.

Putin often criticizes the United States, but last month said he has established constructive relationships with Biden. A second meeting between Biden and Putin is possible this year, according to the Kremlin.
