WASHINGTON (Reuters) – The Democratic-controlled U.S. House of Representatives on Friday passed President Joe Biden’s $1.75 trillion social policy and climate package, sending it back to the Senate where it is likely to be modified further.
The White House has released the new version.
FAMILY BENEFITS
All 3- and 4-year olds are eligible for free preschool
Childcare support: A family earning less than $300,000. per year will not be able to pay more than 7 percent of their annual income for childcare.
Credits up to $300 per child for tax credits
– Increases Medicaid coverage for home care costs for disabled and elderly people
28 million children with low income are eligible to receive free school lunches.
CLIMATE
Credits and rebates to reduce the price of roof solar systems by 30 percent and American-made and union-made electric cars by $12,500
U.S. Manufacturing of Clean Energy Technology and other Industries to Reduce Carbon Emissions – These incentives are intended to promote U.S. production.
– Establishes the Civilian Climate Corps, which is 300,000. It will work on climate and environmental projects.
• Creates the Clean Energy and Sustainability Accelerator, which invests in climate projects and has at least 40% of its funds serving those most vulnerable.
– Increased spending for coastal restoration, forest management, and soil conservation
HEALTHCARE
– Allows Medicare seniors to get lower prescription drug prices for drugs on the market for less than nine years
– Denies drug companies the right to increase their prices at a faster rate than inflation.
– Lowers the out-of pocket prescription drug price to $2,000 per annum and caps insulin at $35 per month
Medicare expands to include hearing aids
Affordable Care Act Premiums Reduced by $600 Per Person per Year
– Provides Medicaid coverage for low-income individuals in 12 states who have not expanded the program themselves
HOUSING
– Increases affordability, public housing, and rental assistance programs
To increase home ownership, a broadening of down-payment assistance
– Increase lead-paint elimination efforts
– Promotes community-led development in low-income areas
Encourages local governments and other government agencies to loosen zoning restrictions that restrict housing density
EDUCATION
Pell Grants to College Students Increased
Increased aid to historically Black colleges, and other schools that serve minorities
– This boosts the Labor Department’s job-training programs up to 50%
IMMIGRATION
$100 Billion in “immigration law,” additional funding above the $1.75 Trillion
– An effort to decrease backlogs and expand legal services, improve border processing and assimilate programs.
AUTOTHER PROGRAMS
– Increases the eligibility for a low-income tax credit to those with no children
Increased funding for rural projects
Supports community violence intervention
TAXES
Companies with profits exceeding $1 billion are subject to a 15% minimum tax
Buybacks of stock subject to an additional 1% charge
15% tax minimum on profits earned abroad by U.S.-based corporations
Personal income over $10,000,000 is subject to a 5% surtax
Additional 3% surtax for income over $25 Million
Close loophole to stop wealthy people from paying 3.8% Medicare taxes
In order to provide better customer service, and concentrate enforcement against wealthy tax evaders, we will bolster our Internal Revenue Service
This expands the deduction for local and state taxes, which mainly benefits households with higher incomes in tax-affected states. This benefit was reduced by the Republicans in 2017’s tax-cut package.
