WASHINGTON (Reuters), During a time of deepening humanitarian crises and economic collapse in Afghanistan, the United States issued guidelines Friday allowing personal remittances from Afghanistan to flow. It also protected financial institutions and senders from U.S. sanctions against the Taliban.

A general license was issued by the Treasury Department authorizing transactions that involve the U.S. blacklisted Taliban and Haqani Network. These transactions are necessary for the transfer of personal, noncommercial remittances into Afghanistan through Afghan depository institutions.
