MOSCOW (Reuters), – Russia’s biggest truckmaker Kamaz may consider bringing prisoners into its factories as a way to make up for a shortage of workers, Sergei Kogogin, the CEO, said Friday.

Kogogin stated to reporters that they are currently evaluating how the Federal Penitentiary Service’s (work) program can be applied.

According to him, the company faces a shortage at its Naberezhnye Chelny plant, which is an industrial town more than 600 kilometres (520 miles) east from Moscow. There are 24,000 people employed there.

He said that 47% of the company is owned by Rostec, while 15% is held by Daimler.

Many migrant workers have fled Russia because of restrictions imposed by the pandemic. This has forced authorities as well as private firms to look for ways to address worker shortages.

In a proposal to make convicts available to help supplement the workforce earlier in the year, the Federal Penitentiary Service stated that the system will not be similar to the GULAG labor camp system from the Soviet era.

Officials were required to examine the feasibility of using convicts for railway construction in an April government document.
