WASHINGTON, (Reuters) – U.S. officials will consider tough export controls measures in case of Russian President Vladmir Putin’s invasion of Ukraine, a Biden Administration official said to Reuters.

These measures will be reviewed at a meeting with senior officials Tuesday. They are in addition to the economic sanctions that the Biden administration contemplates should Russia invade after deploying tens to thousands of troops to the Ukrainian border.

In an attempt to stop any Russian military incursion, U.S. Vice President Joe Biden has threatened Russia with devastating action. Putin denied Russia’s plans to invade.

According to a White House official speaking under condition of anonymity, measures being discussed include “extraordinary export controls” that could prevent large swathes of Russian industrial and consumer technology, the official said.

The measures being discussed could halt Russia’s ability to import smartphones, key aircraft and automobile components, and materials from many other sectors. The official stated that they could have an important impact on Russian industrial operations and consumers as well as employment.

Officials said that Russia’s potential actions would be unique. To block Huawei’s access to advanced semiconductors, they would use tools from the Trump administration.

According to the official, this is because the semiconductors used in Huawei phones are made from parts designed in America. According to the official, this could impact chip production all over the world because of the key U.S.-related input.

The official stated that U.S. officials will consult with European and Asian partners who could be affected by the measures, and encourage coordination where necessary.

Russia’s mobile phone market is heavily dominated by foreign firms like Apple (NASDAQ, Samsung (KS), and Huawei. They were subject to a Russian law that required them all to download Russian software.
