Moscow received security proposals from the United States on Wednesday. The Kremlin responded by saying that it does not believe Russian views were taken into consideration.
The documents were read by President Vladimir Putin, who will spend time studying them,” Dmitry Peskov, a Kremlin spokesperson told reporters on Thursday. Reuters reports that he said it could not be proven that the Kremlin’s views have been taken into consideration or that a willingness was shown to address our concerns.
Peskov described current tensions in Europe to the Cold War. He said Moscow would need to look at the U.S. responses and it was foolish to assume a reaction the day after.
In the coming days talks between Sergei Lavrov, Russian Foreign Minister, and Antony Blinken, Secretary of State, are likely to continue. However, Blinken indicated Wednesday that discussions will continue after Moscow has read the paper, and was ready to discuss the next steps.
The reaction from the Kremlin comes a day after the U.S. delivered its written responses to Russia’s security demands — including that Ukraine is never allowed to join the U.S. and Europe’s military alliance NATO, and that the organization rolls back its deployments in Eastern Europe.
The Kremlin was provided with a response by U.S. ambassador to Moscow. In it, the U.S. reiterated its refusal to comply to previous demands and remained committed to NATO’s open-door policy.
Blinken can also be used. told reporters in a press briefingThe U.S. response offered Russia “a serious diplomatic pathway forward, should Russia choose to take it.”
We are open to dialog, prefer diplomacy and prepared to move ahead where there is possibility of communication, cooperation, if Russia stops its aggression towards Ukraine, ceases the inflamatory rhetoric and approaches the discussion about security in Europe’s future in a spirit that encourages reciprocity.”
‘No positive reaction’
Russia repeatedly denies it plans to invade Ukraine, despite numerous reports that the country has around 100,000 soldiers and other military equipment at different points on its border. Tensions between Russia and its neighbour have been high since the 2014 invasion of Crimea. The country has supported the pro-Russian rebellion in Ukraine’s eastern region, which has triggered low-level fighting between Ukrainian soldiers and separatists.
Putin claimed that Russia could place troops anywhere it chooses on its territory. Russia also accused the West, accusing them of inflaming hostilities and creating hysteria.
NATO and the U.S. aren’t ready to accept Russia as its word. NATO has placed its forces on standby and reinforced its positions in Eastern Europe, with more ships and fighter jets being sent to the region. The U.S., meanwhile, has put thousands of troops on heightened alert, meaning they are ready to be deployed to the region if the crisis escalates.
Lavrov claimed Thursday that the U.S. reaction “allows us [to expect] the start of an serious conversation, but on secondary matters.”
According to Interfax, he stated that “On the main query, there is no positive response in this document.”
Lavrov stated that he had not received any response from the U.S. before Russia. had made it clear to Blinken“Any disregard for legitimate concerns by Russia Federation which are associated primarily in the continual military exploration of Ukraine, the United States, and its NATO allies, against the backdrop of the large-scale deployment of forces of the alliance near our borders, will have the greatest consequences.”
Lavrov said at that time such consequences would be avoidable “if Washington positively replies to our draft agreements regarding security guarantees.” Each paragraph will be reviewed by the U.S. side in writing.
As the speculation game for his future unfolds, all eyes are on Putin now according to analysts. Timothy Ash, senior emerging market sovereign strategist at BlueBay Asset Management summarized this sentiment in a Thursday research note.
“All eyes [are]Putin: Will he raise the stakes or fold during this poker game with high stakes?
Next, what’s the next step?
NATO allies, the U.S., and Europe will be watching closely for Russia’s reactions in the hours and days ahead.
Blinken claimed that the U.S. has “fully coordinated” with Ukraine’s allies and diplomats in international crises talks.
He added that NATO will deliver to Moscow its own paper with ideas and concerns about collective security in Europe — and that the paper fully reinforces the U.S.’ response, and vice versa.
Although the White House shared their response paper with Congress, Blinken stated that the administration wouldn’t release the document publically “because diplomacy is most successful if there are confidential discussions.” We believe and hope Russia will agree with us and consider our ideas seriously.
