DUBLIN, (Reuters) – Ryanair, an Irish airline, urged Belarus Monday to ensure that no forced landings will occur again last May. It also stated that airlines shouldn’t fly over Belarus without this guarantee.

It was flying over Belarus, on its way to Vilnius from Athens. When Belarusian controllers directed it to land at Minsk because of a bomb threat. A journalist and dissident from Belarus was aboard the aircraft, which was then taken to the ground.

The West responded by imposing new sanctions. This month, the United States charged four Belarusian officials with plane piracy.

The United Nations published a Jan. 17 report that found the bomb threat was faked, but did not identify the origin of the hoax. The report stated that Belarus had kept crucial information secret from U.N. fact finding teams.

Michael O’Leary of Ryanair Group said that Ryanair Group supported U.S.-led action. Although he welcomed the U.N.’s report, he stated that it could have been more.

O’Leary said that it was essential for air travel’s future to avoid a repeat of the case of “in my view” the Chicago Convention (1944) in which a state sponsoring act of international piratery.

If appropriate assurances are not given that there won’t be overflight of Belarus, then this should cease.”

Belarus claimed it was acting legally in compliance with international norms and accused the West for using this episode to undercut President Alexander Lukashenko.

At Monday’s meeting of the 36-member Council, United Nations International Civil Aviation Organization (ICAO), it was scheduled to review any other actions.
