WASHINGTON (Reuters] – President Joe Biden will make an announcement Wednesday about an additional $800m in security assistance for Ukraine. This is after Volodymyr Zilenskiy of Ukraine made an urgent plea to Congress to provide military support to resist a Russian invasion.

Biden’s massive spending bill, which includes $13.6 billion of new assistance to Ukraine, will provide the funding. New funding will offer additional economic, security, and humanitarian assistance. Around half of the package will be used for troops deployments in the region, as well as to provide defense equipment to Ukraine.

Zelenskiy made a comparison between the current attacks on Ukraine and the Japanese attack at Pearl Harbor which pulled the United States into World War Two.

This is the terror Europe hasn’t seen in 80 years. We are asking for help from all around the world to stop this terror. Do you think this is too much? Through an interpreter, Zelenskiy asked, “To establish a no-fly area over Ukraine to help people?”

“If this is too much to ask, we offer an alternative,” he said. He said, “You are aware of the type of defense systems that we require,” and added that he is familiar with those in the United States.

On Wednesday, Russia and Ukraine both stressed new potential for compromise. The talks would resume in three weeks after a Russian attack that had so far failed the topple of Ukraine’s government.

According to the White House, Biden will fly to Brussels Tuesday for a NATO summit scheduled for March 24, which will focus on Russia’s invasion in Ukraine. Moscow refers this as a “specially military operation.”

Biden increased the sanctions on Russia that were imposed in recent days. Biden called for the suspension of Russia’s trade status, which allows its export products to be subjected to lower tariffs on international markets. He also announced that he would ban Russian oil imports.

He has however referred to Ukraine’s creation of a “no-fly” zone as “World War Three,” while the Pentagon refused to allow MiG-29 fighter aircraft to be flown to Ukraine.

United Nations estimate that 3 million Ukrainians have fled Ukraine. Most of these people are women and children and seek refuge in Poland and other neighboring countries.

Biden will give remarks at 11:45 AM. ET (1545 GMT).
