U.N. Security Council to vote Friday on Russia move on Ukraine -Breaking

UNITED NATIONS – Friday’s U.N. Security Council vote will be on a Russian-drafted request for humanitarian access to Ukraine and civil protection. Diplomats warn that the measure could fail as it doesn’t push for an end of the fighting or the withdrawal of Russian troops.
Reuters also saw the draft resolution. It does not acknowledge Russia’s invasion in its neighbour.

“Their resolution asks for all parties to respect international humanitarian laws, but ignores the fact that Russia is committing crimes against humanity,” she stated. It is Russia’s invasion and actions that are causing this humanitarian crisis.
For a Security Council resolution to be approved, there must be at least nine votes for it and none from Russia, China Britain, France, or the United States. Diplomats stated that Russia’s move would not succeed because 15 of its members likely would abstain.
Olivia Dalton (spokesman for the U.S. mission at the United Nations) stated, “We will not lend credence Russia’s attempt to evade accountability responsibility and culpability für their unprovoked aggressiveness.”
Russia submitted the text following France and Mexico withdrawing their respective pushes for a Council resolution regarding Ukraine’s humanitarian condition. Instead, they plan to vote it in the General Assembly of 193 members where none country has a veto.
Vassily Nebenzia, Russia’s U.N. ambassador said Tuesday that they had stated from the beginning that they would adopt a humanitarian solution to the crisis in Ukraine.
Russian-drafted Security Council resolution demands that all civilians including humanitarian personnel, and people in vulnerable circumstances, including children, are protected. It calls for unimpeded aid access, and the safe passage out of Ukraine.
Ukraine and its Western allies accuse Moscow of attacking civilians randomly. Russia’s invasion began February 24, 2015 and has resulted in thousands of deaths. Several million people were also displaced.
Russia calls its military action in Ukraine a special operation. Russia denies that it attacked civilians, and claims its ground- and air-based offensives are designed to degrade Ukraine’s military infrastructure.
