Governments are tasked with bringing fair and efficient services to the public. Unfortunately, transparency and accountability are often detrimental to efficiency and effectiveness. Governments usually have to decide which one is better. On rare occasions, technology comes along that enables governments to improve fairness and efficiency.

One example of such technology was the move to electronic record keeping from paper. Internet was another. Blockchain is the next. As the internet did before it, the blockchain will change the way people interact with government services.
