BRUSSELS, (Reuters) – The European Commission filed Wednesday that showed the $21 billion offer by Thermo Fisher Scientific (NYSE) for contract research company PPD (NASDAQ) Inc. The decision will be made by EU antitrust regulators on Dec. 7.

Thermo Fisher announced the agreement in April. It is the world’s biggest maker of instruments for science. With growing interest in virtual clinical trials, the contract research sector is recovering from pandemic disruption.

After its preliminary review, the European Commission can approve or deny the deal. If serious concerns are raised, the Commission can launch a 4-month-long investigation.
