HELSINKI, (Reuters) – Plants at UPM Kymmene may face a workers’ strike because the forestry company hasn’t agreed to talk about proposals for a new labor agreement. This was stated by Finland’s Pro union on Friday.

Pro announced that the current collective agreement reached by the union will be terminated Dec. 31. The company also stated that it has not responded to any invitations to consider new conditions.

UPM responded to Pro by saying it will not sign another agreement collectively with Pro. It also stated that Pro had made an announcement and it hopes members of the union come to work.

Second union that has warned of strikes is Pro. Finnish paper workers’ union Pro announced on Tuesday it was planning to strike for three weeks at UPM Mills in Finland, beginning January 1.

Antti Vijakainen, Inderes Analyst said to Reuters that “just the paper workers striking would mean all Finnish factories would need be closed down.” She also noted that the strike would have a larger impact on UPM’s results than a prior strike.

UPM estimates that the cost of UPM’s 2020 strikes, which saw UPM close its pulp and paper mills in 2020 for two weeks each and its plywood- and timber-mills for four weeks each, is 30 million euros.

Viljakainen claimed that the pulp market was so favorable now, they can easily double that number.

Pro and the union representing paper workers have stated that the strike will start on January 1st and continue until Jan. 22 if new working conditions don’t get settled.

According to a Pro spokesperson, 700 people would be participating, Reuters reported. This figure includes 2,200 workers from the paperworkers union.

Employers in Finland, represented by the Finnish Forest Industries Federation, decided that it would end collective agreements in 2020. Working conditions will be determined at a company-level once existing agreements have ended.

Stora Enso, UPM competitor (OTC) has signed in October company-specific collective agreement with Pro and the union of paper workers.
