Macau publishes draft gaming law bill ahead of license rebidding -Breaking

HONG KONG (Reuters – Macau’s Legislative Assembly has published Wednesday the draft for a highly-anticipated gaming law bill. This provides further information to the multibillion dollar casino operators at the biggest gambling hub in the world.

After Friday’s announcement that there would only be six new licenses, the document of 44 pages was published in Chinese as well as Portuguese. The license term will also be reduced to 10 years.

Analysts, casino investors and executives waited for the draft law.

They are licensed by six operators Wynne Macau (OTC :), Sands China, MGM China, MGM China (OTC :), SJM Holdings(OTC :), Galaxy Entertainment and Melco Resorts are due to expire June 2012.

All existing and potential operators must apply for a tender. A notice published on the government’s website did not provide details about when bidders will need to apply or whether their current license term would be extended.

This former Portuguese colony has the largest gambling market in the world, according to money wagered.

It provided details about what was expected from new licensees. This included local support for medium and small-sized enterprises, activities of “public concern” and support of fields like science and environment.

This bill clarified Macau’s role as junket operators and middlemen who are charged with the importation of high-rollers from mainland China.

Casino operators will no longer be allowed to have junket rooms and revenue sharing agreements between them would also be banned.

Macau will issue junket licences to VIP promoters, but this will limit them to one concessionaire. Macau junkets used to be allowed to operate within any operator with more than one room. Their influence will likely be further diminished by this.
