According to Cornerstone Research’s Jan 19 report, the Securities and Exchange Commission has issued penalties totaling approximately $2.35 Billion against participants in digital asset markets since 2013.

It ReportSEC Cryptocurrency Enforcement Update: 2021 Update found that there were 97 enforcement actions by the SEC between 2013-2020, with a combined total value of $2.35 Billion.
