WASHINGTON – U.S. Secretary of State Antony Blinken said Thursday that he believes Russian forces have committed war crimes in Ukraine, citing numerous instances of attacks on civilians.
President Biden stated that he believes war crimes were committed in Ukraine. My personal opinion is that I agree. Blinken, speaking at a press conference hosted by the State Department stated that intentional targeting of civilians is war crimes.
He added, “After all, destructions of the past three week, I find it hard to conclude the Russians do otherwise.”

This was Biden’s first public use of the term Putin.
Jen Psaki (White House press secretary) stated that Biden is speaking directly from his heart over what he witnessed on the news. It was “barbaric actions of a dictator.”
She pointed out that a separate legal proceeding is underway at the State Department in order to establish whether Putin has violated international law or committed war crimes.
According to the nation’s highest diplomat, there were dozens of reports that Russian forces had targeted civilians in Ukraine.
Russian forces attacked a Mariupol theatre where many people sought refuge. Blinken explained how the Russian forces had written the word “children” in huge white letters in the street outside the building. It was there so people could tell from the air that they were looking inside.
He said that Russian forces had also fired on 10 civilians waiting for bread, and added that there was a long list of U.S. attacks against civilian and nonmilitary areas in Ukraine.
