BRUSSELS, (Reuters) – Ukraine will require a plan for reconstruction after its war with Russia. It is similar to one that the United States provided to Europe following the Second World War. Johannes Hahn, European Budget Commissioner Johannes Hahn stated Wednesday.

In the post-World War Two U.S. plan known as The Marshall Plan, America gave Europe its current-day equivalent to $200 billion for four years of technical and economic aid.

Hahn said that “I believe what Ukraine really needs is an updated Marshall Plan model.”

Hahn claimed that this would enable Ukraine to quickly recover from the destruction caused by Russia’s army.

Kyiv is applying to be a candidate for the 27-nation bloc. The war in Ukraine makes it nearly impossible to complete this process even during peacetime.

Hahn didn’t give an estimate on how much money would be required, but stated that the reconstruction of Ukraine cannot be done by Europe and that most likely, all G20 countries will have to take part, even Russia.

Hahn stated that the EU did not plan to create a new joint borrowing program to address the social and economic consequences of the conflict in Ukraine.

He pointed out that the EU’s Recovery Fund still had plenty of cheap loans that could be requested by governments. Out of the total of 380 billion Euros of loans cheap, he said only 166 billion have been requested by governments. The remaining 214 trillion euros are still available.

He stated that some funds could be used by member countries to pay for expenses related to the millions of Ukrainian refugees fleeing to EU states since February 24, when the conflict began.
