ZURICH, Reuters – A World Trade Organization panel has largely sided against Mexico in a dispute over Mexican avocado import restrictions, a Wednesday report showed. Costa Rica accepted the report.

The panel found no scientific basis for Costa Rica’s Sanitary Risk Assessment. The panel did not review some of Mexico’s claims.

Mexico complained that Costa Rica had improperly restricted the import of avocados in 2017. A dispute resolution panel is currently examining the matter.

The government of Costa Rica stated in a statement that they had accepted the decision and would “analyse possible alternatives” so that they could comply with it.

Renato Alvarado (Costa Rican agricultural and livestock minister) stated that he was given instructions to “prepare the necessary adjustments for the phytosanitary protective measures related to avocado imports in order to meet our obligations within the framework of multilateral trading.”

Mexico’s government stated in a statement it would continue to protect the industry’s interests and that they “will seek compliance with all international obligations” for Costa Rica.
