Cephii1, an Terra community member, conceived a proposal for Terra members. It is a proposal for the distribution mechanism for 0.5% of emergency LUNA allocation.

According to the user, the proposal was made in the name of community members validators and TFL. It also supports Terra Ecosystem Revival Plan 2.
Due to the increasing debate about how to distribute the 0.5% emergency LUNA, the way was opened for the allocation of a 10% LUNA supply. Terra’s team did not specify how the emergency fund would be distributed.
After collaborating with community members, the user created the groups that will be eligible for the emergency funds.
In the beginning, this proposal was focused on smaller projects. The report cites community chat polls that indicate projects need between $100 and $300K to have six months’ runway. A total of 50 potential projects were also identified.
A plan was also suggested to distribute $100-300,000.000 worth of LUNA funds to pre-PMF qualified teams. The user suggested that an additional 500k to $1M be paid in LUNA for the Coinhall, Terrascope and Setten projects, Terra One, Terra One Random Earth, Knowhere, Leap Wallet and TFM.
The proposal states that the 5 million LUNA total in the emergency fund can be divided as follows: 1.5 million Luna among Terra Classic projects with product-market success and TVL (PMF or TVL); 1,000,000 LUNA between Terra Classic projects that have debuted and had measurable TVLs (PMF) and Terra Classic projects; and 1.5 million LUNA for projects that launched on Terra Classic but failed to achieve product-market alignment (pre- and post-launch).
