(Reuters) – Russian President Vladimir Putin ordered Tuesday that the government draw up budget regulations by July 31st to stimulate growth and protect the economy against a severe downturn.

“Work is already underway on the federal budget over the next three-years. The construction of rules for budget that ensure stability and increase growth of Russia’s economy is a fundamental concern,” Putin declared in a televised interview.
