Factbox-U.S. approves Ukraine aid, boosts military and domestic spending -Breaking

WASHINGTON (Reuters] – Congress approved $13.6B in Ukraine assistance on Thursday. It was included in a $1.5TILLION spending bill, which provides funding for U.S. government operations until Sept. 30, 2017. The bill will be signed into law by President Joe Biden on Friday.

Below is an overview of the 2,700 page bill.

UKRAINE AID

This bill provides $13.6 billion to purchase ammunition and military supplies for Ukraine in order to resist the Russian invasion, as well humanitarian assistance.

NO COVIDAID

Biden’s $15.6 billion request to combat the COVID-19 epidemic is not included in the legislation. His fellow Democrats couldn’t agree on how it should be distributed. Democrats will continue to push for approval of this aid which would go towards research and vaccination stockpiles.

INFRASTRATURE MONEY

It includes increases in spending for roads, bridges, and other parts of Biden’s iconic $1 trillion infrastructure plan. Although the bill was approved in Congress back in November 20,21, the majority of the money couldn’t be sent out until the wider spending bill was passed.

U.S. MILITARY

The U.S. Defense spending will increase to $782 Billion, which is a 5.6% rise over the current level.

DOMESTIC SPENDING

Spending on nondefense programs is increased by 6.7% to $730 million. The bill includes significant increases in scientific research on climate change, diseases such as cancer and diabetes as well as for antipoverty foods and housing programs.

According to Democrats, it also contains the highest increases for more than 10 years in college tuition and aid to schools serving low-income students.

VIOLENCE AGAINST Women ACT

It also renews the Violence Against Women Act that provides support for women who have been victims of sexual assault and domestic violence.

VISA REFORM

Legislation resurrects EB-5 Visa Program, which grants residency permits to foreigners who have invested in low-income areas. Last year, fraud concerns led to the program’s demise. The program now contains reforms to stop abuses.
