The U.S. Justice Department stated Tuesday.
“Mario Antonio Palacios (43), is being charged with conspiring to murder or kidnap outside of the United States, and providing material support leading to death. He knew or intended that such support would be used for the preparation or execution of the conspiracy to kill/kidnap,” said the Justice Department in a statement.
Palacios, who was taken into custody, will make his first appearance in court on Tuesday.
