Two Senators presented Tuesday a resolution calling for the Biden Administration to recognize Russia as a State. sponsor of terrorismVladimir Putin’s conduct in other areas and war against Ukraine.

As Sen. Richard Blumenthal (D-Conn.) announced that the resolution would be introduced with Senator Lindsey Graham, a South Carolina Republican, he said, “Putin’s a thug and a bully and he will continue to be an increasing threat for Europe and the globe unless he gets stopped.”

Blumenthal declared at a press conferee that Putin was the only person who “embodies terror, totalitarianism or tyranny”.

The resolution, which comes in response to a request for such a move by Ukraine’s parliament, would ask Secretary of State Antony Blinken to designate Russia a state sponsor of terrorism — possibly as part of a supplemental aid package for Ukraine set to be considered by Congress.

However, so far the Biden administration has not resisted requests to include Russia on the small list of terrorist sponsors countries: North Korea, Iran and Syria.

Jen Psaki (White House spokeswoman) was asked about this designation Monday.

Psaki said that there are a variety of actions that the United States might take in that situation, such as imposing economic sanctions and sanctions on individuals that would be “crippling,” as well as other restrictions. He also noted that making Russia “a global pariah… is all something that we have taken as it pertains to Russia.

Elle added that “We’ll watch what happens in Congress.”

Blumenthal admitted Tuesday to Psaki that Russia had been punished with many of these practical effects after its invasion of Ukraine in February.

Blumenthal stated that Russia’s terror sponsor designation would be a “really significant” punishment. It will remove sovereign immunity, which currently protects Russia from civil lawsuits by citizens without their consent.

Graham also stated it was important to identify Russia as a terror sponsor, to emphasize that Putin’s conduct is unacceptable and how strong the United States support Ukraine in their efforts to expel Russian invaders.

Graham stated, “I cannot think of any stronger signal.” “What is the purpose of this? “We are trying to increase the Ukrainians’ ability to defend their rights. We are trying to undermine Putin’s legitimacy.”

Graham stated that Putin has been engaged in warfare on many fronts over the past 20 years. Putin’s Russia is the world’s most disruptive force.

He predicted that at least 90 Senators from the 100-member Senate will vote for the resolution in favor of its passage if the matter is put to vote.

This proposed resolution mentions much more than just the unprovoked invasion in Ukraine. This resolution requests that Russia be placed on the state sponsor list of terrorist actions by Putin. It includes attempts to poison enemies and attacks on Grozny, Chechen City in 1999 to 2000. Also the 2016 bombing of Aleppo, according to Blumenthal.

Graham stated that Russia has committed “war crimes of an industrial scale” against Ukraine.

At the press conference senators were challenged about why they did not propose a similar resolution to ask China to be declared a state-sponsored terrorist organization. given allegations of the forceful harvesting of organs from peopledetained by Chinese prisoners in Chinese jail camps and other violations of human rights against this nation.

Graham and Blumenthal noted that Tuesday was a focus on Russia’s actions due to the ongoing war in Ukraine. But, Graham said that China will be made aware of their resolution if it invades Taiwan or commits other terror acts.

Blumenthal stated that the Chinese do not want to join this club.

He said, “I believe they’re looking.” I believe that if Russia is included in the club it will deter China.
